postgresql-ha-staging.yaml

postgresql: add cutover staging compose (ADR-0001 Phase 3). Lives in cutover/ subdir — deliberately excluded from stack-deploy.sh folder merge. Deployed only by cutover script as separate postgresqlha stack.
