refactor(.woodpecker.yml): data-driven folder + flat stack support
ci/woodpecker/push/woodpecker Pipeline was successful

- validate: handles both flat *.yaml and folder-based stacks
- provision-secrets: detects stacks from flat files AND changed folder contents
- deploy: rsync folder or flat file as appropriate, then stack-deploy.sh
- verify: same stack detection logic as deploy
- immich, meshcentral, ddm explicitly listed as Pattern B no-op
- all existing flat stacks unchanged — zero regression"
